The Internet represents many things to many people. In keeping true to the concept of a 'global village', it is quickly approaching critical mass. While some people want to believe the supposed breaking point of the Internet is an IPv4 address shortage, massive bandwidth depletion, or the threat of government regulation, the problem is far less technical then it is procedural.
