The Department of Defense (DoD) has recognized and acknowledged the fact that much of what it needs to develop a formidable Information Corps and effectively wage an Information War or conduct war in the Information Age lies in the civilian sector. From academics to system administrators, engineers, and field technicians, the private sector has the number of qualified, competent "bodies" the military needs to support information operations. If one examines the current (post-1991) force structure, most of the Total Force (combat, combat support, and service support) units are in the reserve components.
